Overview

We are seeking a highly motivated individual with excellent analytical skills for a Financial Analyst position in support of the Army's General Fund Enterprise Business System (GFEBS), Army Audit Readiness and Foreign Military Sales (FMS) efforts.

Responsibilities

  • Provide professional on-site support and technical assistance to Government customer for daily business operations in support of the Army's General Fund Enterprise Business System (GFEBS), Foreign Military Sales (FMS) and Army Audit Readiness efforts.
  • Perform analysis of funding documents using multiple systems such as GFEBS, LMP, PIEE to perform Foreign Military Sales (FMS), Building Partner Capacity (BPC), Afghanistan Security Forces Fund (ASFF) and Counter-ISIS Train and Equip Fund (CTEF) case closeout activities.
  • Knowledgeable of the Army Dormant Account Review - Quarterly (DAR-Q) and possess the ability to understand and track Open Commitments, Undelivered Orders (UDO) Unpaid, UDO Paid, Delivered Orders (DO) Unpaid, Unfilled Customer Orders (UFCO), and Accounts Receivable (AR), actions.
  • Possess the ability to pull, format, and analyze Business Intelligence (BI)/Enterprise Resource Planning (ERP) reports for tracking against established financial metrics.
  • Pull and track Intermediate Document (IDOC) Interface Error Reports for systems and coordinate resolution efforts.
  • Manage budget execution and maintain accounting records and analysis of all commitments, obligations and disbursements.
  • Communicate with upper management and determine program status, identify variances and recommend actions/response.
  • Develop, distribute and monitor implementation of internal operating policies and administrative directives. Maintain internal library of applicable regulations, directives, procedures and instructions.
  • Ensure obligation plans are documented properly. Meet with IPT’s/APM’s to review goals and provide recommendations to confirm funds are executed in accordance to plans.
  • Prepare, submit, and assist in the defense of budgets required to support all assigned PM programs.
  • Prepare and maintain records and pertinent documents related to manpower resources and budget requirements for in-house administrative resources for the PMO.

Skills Required

  • Minimum of 10 years relevant experience.
  • Experience with GFEBS.
  • Experience in managing multiple appropriations to include RDTE, APA, OMA, FMS and BPC.
  • Experience in performance of execution analysis.
  • Experience in creating funding documents (MIPRs/PWDs).
  • Experience with Defense Travel System (DTS).
  • Experience in funds reconciliation.
  • Possess an understanding of Army Acquisition Process.
  • Familiarity with Financial Management Regulations to include DOD 7000-14, FMR 37-100, DSCA Security Assistance Management Manual (SAMM).
  • Possess good oral and written communication skills
  • Proficient in the use of M/S office applications, i.e., M/S Project, Word, PowerPoint, Excel, pivot tables and databases.
  • Must be able to work in a team enviroment.
  • Successful candidates must possess and/or have the ability to obtain a security clearance.
  • U.S. citizenship required.

Education

Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
