Job description for Information Technology Project Managers
Reports to: Business Manager
FLSA Status: Non-Exempt
Job Summary:
Plan, initiate, and manage information technology (IT) projects. Lead and guide the work of technical staff. Serve as liaison between business and technical aspects of projects. Plan project stages and assess business implications for each stage. Monitor progress to ensure deadlines, standards, and cost targets are met. The position provides technical coordination of project teams, but not direct administrative supervision. Project teams range in size from three to ten analysts, designers, programmers, and other specialized data

Essential Functions
Manage project execution to ensure adherence to budget, schedule, and scope.
Develop or update project plans for information technology projects including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
Monitor or track project milestones and deliverables.
Confer with project personnel to identify and resolve problems.
Develop and manage work breakdown structure (WBS) of information technology projects.
Submit project deliverables, ensuring adherence to quality standards.
Prepare project status reports by collecting, analyzing, and summarizing information and trends.
Direct or coordinate activities of project personnel.
Establish and execute a project communication plan.
Assign duties, responsibilities, and spans of authority to project personnel.
Responsible for activities and the results of those activities specifically assigned and agreed upon.
Completes assigned projects in a timely manner, within project resources.
Meets project objectives, providing systems that operate in a cost-effective manner.
Ensures minimal disruption of ongoing data processing systems by good coordination and effective project output integration with existing systems.
Provides good technical guidance to project team members, so that their abilities and project quality are enhanced.
Keeps management informed of project progress and problems, particularly as to needed changes in schedule, resources, or product.
Escalates and refers to all projects beyond scope of authority.
Consults with and advises development areas on applications in areas of responsibility.
Maintains appropriate expertise to ensure effective service level.
Responds to problems in a timely, effective manner.
Communicates with divisional user personnel and data processing management on problem and project status as appropriate.
Secures approvals on specifications and project completion as appropriate.
Assists in the formulation of project objectives and system development requirements.
Assists in the preparation of project plans and schedules, including requirements, tasks, work assignments, resources, and the inclusion of project milestones, review points, and reporting thereof.
Assists in the selection of staff for the project team, as indicated by project skills requirements.
Coordinates the project staff during project performance and participates directly in project performance as required (e.g., programming, systems design, etc.).
Reviews all work prior to its incorporation into product or input into another project task.
Provides technical guidance and assistance to project staff.
Reports to management on project progress, problems, and needed changes.
Ensures that all work and documentation meet the standards of the department and the project.
Fulfills administrative project reporting requirements.
Assigns personnel to various projects and directs activities as directed.
Reviews and evaluates performance and training needs of individuals in area of responsibility.
Nonessential Functions
Fulfills additional duties as assigned.
Is available for travel.
Job Requirements
Minimum Education
Bachelors degree in a computer or information science-related field required; graduate degree preferred.
Minimum Work Experience
Minimum of six (6) years' work experience, four (4) of which must have been in data processing. (Two or more of the four years must have been in programming, design, or analysis positions.) Specialized education and experience may be interchanged on a one-for-one basis. Experience in project planning and technical coordination, as a senior systems analyst, or as a leader of a subtask of a major project.
